CHICAGO — The second day of Lollapalooza opened with questions swirling outside the Grant Park gates about the music festival’s future in Chicago, and about contract talks between Texas-based producer C3 Presents and the city. Inside, the focus was on the experience and the music.

Headliners Friday were Machine Gun Kelly, Bob Moses, Rezz and Dua Lipa. Unlike in pre-pandemic summers, single-day general admission tickets are not yet sold out, and available through Sunday on the festival’s website. (Tickets can also be found for sale online, some at discounted prices.)

International tourism in Mexico has finally surpassed the pre-pandemic levels, after 10.26 million visitors came to the country in the first half of 2022. Mexico's Tourism Department noted that was 1.5% more than the 10.11 million tourists who arrived in Mexico in the first half of 2019. Mexico's strongest showing was with U.S. tourists. The number of Americans arriving by air in the first six months of the year was 6.66 million; that is 19.1% higher than in the same period of 2019. It is not clear whether the war in Ukraine, which may have discouraged some Americans from visiting Europe.

Georgia Gov. Brian Kemp is using federal COVID-19 relief money to give teachers another $125 to buy school supplies. The move comes months after he issued a similar stipend. A Republican who is running for reelection, Kempt made the announcement Friday at a high school in Henry County. Teachers got $125 for supplies from the same source last year. The last supplement cost about $15.9 million. The total cost for this round of spending has yet to be finalized. Democrats say Kemp is getting credit for handing out COVID-19 relief when he and other Republicans opposed some spending.

A federal judge has seized control of a Mississippi jail after citing “severely deficient” conditions at the facility. U.S. Southern District of Mississippi judge Carlton Reeves placed Hinds County’s Raymond Detention Center into receivership. The judge will soon appoint an expert, known as a “receiver,” to temporarily manage the facility in hopes of improving its conditions. Reeves said that deficiencies in supervision and staffing lead to “a stunning array of assaults, as well as deaths.” Seven individuals died last year while detained at the jail. An attorney at the Brennan Center for Justice said only eight other times in U.S. history has a judge placed a local jail or state prison into receivership.

Texas Gov. Greg Abbott has said that he stopped at a campaign fundraiser following the deadly school shooting in Uvalde and “let people know” he couldn’t stay, but a newspaper reports that he was there for nearly three hours. The Dallas Morning News reported Thursday that campaign finance reports and flight-tracking records show that Abbott arrived in Huntsville at 4:52 p.m. on May 24 — which was hours after the shooting at Robb Elementary School — and was then was driven about 2 miles to a local supporter’s house. He didn’t leave the city till 7:47 p.m. A spokeswoman for Abbott's campaign says that the governor has been forthright about his movements that day.

Prosecutors say Larry Rudolph killed Bianca Rudolph with a shotgun to be with his longtime girlfriend. Defense attorney David Markus told jurors that federal prosecutors failed to prove that she didn’t shoot herself accidentally while packing quickly to return home. U.S. Assistant Attorney Bryan Fields told jurors the fatal shot could not have been caused by her accidentally dropping the gun.

An investigative report looking at Sharon Hill Borough's police policies and procedures in the wake of a police shooting that killed 8-year-old Fanta Bility last year was released late Friday— but all findings and recommendations were withheld from the public. Representatives of the small borough just north of the Philadelphia International Airport are claiming the report redactions were done under attorney-client privilege in light of pending litigation. An attorney for Bility's family called the redactions shameful. Three police officers were fired and are facing manslaughter charges after firing their weapons in the direction of the crowd in response to an unrelated shooting nearby. Bility was killed and three others were injured by police gunfire.

LEXINGTON, Ky. — Continuing his dogged pursuit to enforce Kentucky’s abortion ban, Republican Attorney General Daniel Cameron late Thursday asked a higher court to overturn a July 22 ruling that prevents his office from enforcing the trigger law.

The annual weather pattern known as the monsoon has brought a parade of storms to cities across the U.S. Southwest. A Delaware bankruptcy judge has approved parts of the Boy Scouts of America’s reorganization plan but has rejected other provisions,  saying the organization has decisions to make regarding the plan. The judge issued her 281-page ruling on Friday afternoon, months after concluding a trial in the case. The judge indicated that she is willing to hold a status conference upon a request by attorneys for the Boy Scouts.  The BSA’s plan proposed the creation of a $2.6 billion fund to compensate tens of thousands of men who say were sexually abused as children involved in Scouting, while maintaining the organization’s financial ability to continue operating.

New Mexico politicians joined with film stars to celebrate the legacy of the “Breaking Bad” TV series by installing statues Friday of mythical methamphetamine cookers Walter White and Jesse Pinkman at a convention center in Albuquerque. Local politicians including Albuquerque Mayor Tim Keller mixed with “Breaking Bad” stars Bryan Cranston, Aaron Paul and director Vince Gilligan to help unveil the artwork, donated by Gilligan and Sony Pictures. Derek Wolfe signed a one-day contract with the Broncos so he could retire in Denver, where he spent the bulk of his NFL career. Wolfe says injuries finally caught up to him and now he's looking forward to chasing his 3-year-old daughter around instead of pursuing quarterbacks. Wolfe helped the Broncos win Super Bowl 50 as a key part of one of the stingiest defenses in league history. He spent his last two seasons in Baltimore but he didn't play in 2021 after injuring a hip in August. He was released by the Ravens last month.

A nursing home run by the city of San Francisco will stop discharging patients as part of a federally-mandated closure plan. Four patients died within days or weeks of being moved from Laguna Honda Hospital. In April, the federal Centers for Medicare and Medicaid Services terminated its payments to Laguna Honda after two patients survived overdoses at the facility in 2021. Inspectors with the California Department of Public Health declared it to be “in a state of substandard care.” The federal agency pays for most of the nursing home’s 700 patients. It ordered the facility to start discharges or transfers ahead of a mid-September mandated closure. On Thursday, regulators agreed to pause the transfers.

A California woman has been sentenced to between 21 years and life in prison for killing a mother and father and injuring their three young children in a drunk driving crash while the family was out looking at Christmas lights. The Orange County District Attorney’s office says 23-year-old Grace Coleman was sentenced Friday after previously pleading guilty to two counts of murder and other charges. Authorities say Coleman was driving with a blood-alcohol content of more than twice the legal limit in December 2020 when she ran a red light and crashed into the car driven by Henry Saldana-Mejia as he took his family to see Christmas lights.

Republican Lt. Gov. Mark Robinson says several unpaid vehicle tax bills were a surprise to him. WRAL-TV cited records showing the North Carolina official was delinquent on four Guilford County tax bills, their due dates ranging from 2006 to 2018. The Guilford tax office confirmed that five bills totaling $1,271 — a fifth in his wife's name — were paid Thursday. Robinson says they paid immediately as soon as they became aware of the bills. Robinson is a likely candidate for governor in 2024. He says past challenges with personal finances have taught him lessons that would help him run state government.

The U.S. Forest Service has ordered a halt to the expansion of a Rocky Mountains ski resort after contractors mistakenly demolished protected alpine tundra to create a temporary road. The Colorado Sun reported Friday that the Keystone Resort expansion of new trails and lifts was stopped after officials saw work crews carving the path into protected land outside the approved construction area. The halt issued earlier this month suspended development of Keystone resort’s 0.9-square-mile expansion until the environmental impacts of the unauthorized road are evaluated. That could delay the opening of the the resort’s 16-trail expansion this winter. Keystone Resort is owned by Vail Resorts, Inc.

The Jacksonville Jaguars waived undrafted rookie Andrew Mevis a day after he badly missed three field-goal attempts during a training camp practice. They signed free agent Elliott Fry to fill his roster spot. Fry will now compete with Ryan Santoso for Jacksonville’s kicking job. Mevis nailed former Dallas Cowboys coach Dave Campo in the shoulder with one errant kick and sent two more groups of onlookers scattering during warmups Thursday. It was enough to prompt the Jaguars to move in another direction less than a week before the team’s preseason opener against the Las Vegas Raiders in the Hall of Fame game in Canton, Ohio.

California's public health officer said they are pressing for more vaccine and closely monitoring the spread of the monkeypox virus. But Dr. Tomás Aragón says they have not decided whether to declare a statewide emergency as the city of San Francisco announced Thursday. California has reported nearly 800 probable and confirmed cases of more than 3,000 identified in the U.S. Only New York has reported more cases. Aragón says the state is tapping into the network built during the COVID pandemic to vaccinate people and get them information. Members of the LGBTQ community have been furious with slow response from government at all levels.

Neil Patrick Harris has played an impressive number of what he calls “extreme characters.” He says that makes his role in the comedy “Uncoupled” especially appealing. Harris says he was attracted to the part's “normalcy” and nuance. He plays a suddenly single New Yorker, dumped by his partner of 17 years, who stumbles into an unfamiliar dating world. The eight-episode “Uncoupled” is out now on Netflix. It represents a still relatively rare Hollywood commodity: a rom-com with a gay character as the lovable hero of the story. Louisiana’s abortion ban is positioned to be enforced again, after a appeals court ruled the state must be granted a suspensive appeal while a lawsuit challenging the ban continues to play out in court. It wasn’t immediately clear when the ban would go back into effect. According to lawyers of the plaintiff’s in the case, the ban can not be enforced until a state judge signs the motion. The decision is expected to shut down clinics for the third time since the U.S. Supreme Court’s decision last month to end constitutional protections for abortion.

Canadian teenager Summer McIntosh has followed her success at the World Aquatic Championships with a stunning swim at the Commonwealth Games. The 15-year-old McIntosh easily beat her opposition in the 400-meter individual medley. McIntosh established a new event mark and personal best of 4:29.01 in her dominant win. Alex Yee earlier won the first gold medal in Birmingham and Hayden Wilde provided the first bit of sportsmanship. Yee and Wilde were almost level during the concluding 5-kilometer run in the men’s triathlon when the latter learned he had been handed a 10-second penalty. Wilde slowed rather than challenging for the finish line so Yee could cross first and celebrate his victory. But Wilde will appeal and Yee is sympathetic.
